1. (a) The district council may:

   1. (1) establish procedures and requirements for the consideration and execution of agreements, including provisions for negotiation and approval in accordance with this subtitle; and
   2. (2) approve agreements negotiated by the County Executive.
2. (b) The district council shall require a public hearing before approving an agreement.
