1. (a) The State or the Commission, as appropriate, shall hold any land acquired under this division to which it takes title:

   1. (1) for the general benefit of the residents of the State; and
   2. (2) especially for the benefit of the residents in the metropolitan district.

2. (b) Without the approval of the Commission by resolution:

   1. (1) title to the land may not be conveyed by the State; or
   2. (2) public use may not be terminated.
