1. (a) The Commission shall adopt regulations to ensure that the Audit Committee operates independently from the management of the Commission.

2. (b) The Commission may:

   1. (1) adopt rules of procedure; and
   2. (2) delegate other appropriate functions to the Audit Committee.
3. (c) The regulations adopted under this section may provide for a reasonable stipend to compensate only the members of the Audit Committee who are not also commissioners.
