1. (a) The Commission may:

   1. (1) exercise the powers, duties, and functions provided in this division;
   2. (2) use a common seal;
   3. (3) sue and be sued; and
   4. (4) do any other corporate act necessary to carry out this division.
2. (b) The Commission may raise the defense of partial governmental immunity described under § 5-512 of the Courts Article.
