1. (a) The legislative body shall adopt zoning regulations:

   1. (1) in accordance with the plan;
   2. (2) with reasonable consideration for, among other things, the character of the district or zone and its suitability for particular uses; and
   3. (3) with a view to conserving the value of property and encouraging orderly development and the most appropriate use of land.

2. (b) The zoning regulations shall be designed to:

   1. (1) control street congestion;
   2. (2) promote health, public safety, and general welfare;
   3. (3) provide adequate light and air;
   4. (4) promote the conservation of natural resources;
   5. (5) prevent environmental pollution;
   6. (6) properly manage growth and development; and
   7. (7) promote or facilitate adequate transportation, water, sewerage, schools, recreation, parks, and other public facilities.
