1. (1) be in accordance with the plan;

2. (2) be designed to:

   1. (i) control street congestion;
   2. (ii) promote health, public safety, and general welfare;
   3. (iii) provide adequate light and air;
   4. (iv) promote the conservation of natural resources;
   5. (v) prevent environmental pollution;
   6. (vi) properly manage growth and development; and
   7. (vii) promote or facilitate adequate transportation, water, sewerage, schools, recreation, parks, and other public facilities; and

3. (3) include reasonable consideration for:

   1. (i) the character of the district or zone and its suitability for particular uses;
   2. (ii) the conservation of the value of buildings and other structures; and
   3. (iii) encouragement for orderly development and the most appropriate use of land throughout Baltimore City.
