1. (a) The Commission may conduct an investigation in the manner that the Commission finds best to:

   1. (1) determine the substantial rights of each party; and
   2. (2) carry out justly the spirit of this title.

2. (b) Except as otherwise provided in this title, the Commission is not bound by:

   1. (1) any common law or statutory rule of evidence; or
   2. (2) any formal or technical rule of procedure.
