1. (a) The State Department of Education, Division of Rehabilitation Services, shall be registered with the Commission to provide vocational rehabilitation services under this subtitle.
2. (b) Rehabilitation specialists employed by the State Department of Education, Division of Rehabilitation Services, are not required to register individually to provide vocational rehabilitation services to clients of the Division.

3. (c)

   1. (1) Employers of rehabilitation practitioners are not required to register individually for their business to provide vocational rehabilitation services.
   2. (2) Exemption of registration applies only to those employers who are not registered rehabilitation practitioners.
   3. (3) Exempt employers may not individually provide vocational rehabilitation services.
