1. (a) Two members of the Board of Appeals shall constitute a quorum. A vacancy does not impair the right of the remaining members to exercise the powers of the Board of Appeals under this title.
2. (b) Each member of the Board of Appeals is entitled to the salary provided in the State budget.

3. (c)

   1. (1) Subject to the approval of the Board of Appeals, the Secretary shall appoint the number of personnel that the Board of Appeals needs for effective and proper performance of the appeals procedures under this subtitle.
   2. (2) The Secretary shall have administrative authority over all personnel.
4. (d) The Secretary shall provide the Board of Appeals with the offices, equipment, services, and supplies necessary for its operation.
