1. (a) The Secretary shall administer the Special Administrative Expense Fund.

2. (b)

   1. (1) The State Treasurer shall keep the Special Administrative Expense Fund as a nonlapsing fund.
   2. (2) Except as otherwise provided in this subtitle, money in the Special Administrative Expense Fund may not be transferred to any other fund.
