1. (1) charge the earned rating record of an employing unit for those extended benefits; or
2. (2) require an employer to make reimbursement payments for those extended benefits.

Notwithstanding any other provision of this title, as to extended benefits for which the federal government wholly reimburses the State, the Secretary may not:
