1. (1) reduce and prevent unemployment;
2. (2) encourage and assist in the adoption of practical methods of vocational training, retraining, and guidance;
3. (3) advise, assist, and conduct investigations regarding the establishment and operation by a county, a municipality, or the State, of reserves for public works to be used in times of business depression and unemployment;
4. (4) promote the reemployment of unemployed workers throughout the State in each other way that may be feasible; and
5. (5) conduct investigations and research studies and publish the results.

With the advice and help of the State and local advisory councils, the Secretary shall take all appropriate steps to:
