1. (1) explains the need for the proposed regulation; and

2. (2) summarizes the information available to the Board, including:

   1. (i) testimony that was presented at any public hearing; and
   2. (ii) technical information.

The Board shall submit to the Commissioner, with each recommendation for a proposed regulation, a report that:
