1. (1) try to promote harmony between industry and labor;
2. (2) try to promote and develop the welfare of wage earners; and
3. (3) accept grants of money from the federal government or any of its units or agents for a matter within the jurisdiction of the Division.

In addition to any duties set forth elsewhere, the Commissioner shall:
