1. (a) The Secretary shall establish programs for juvenile intake, predelinquent diversion services, community detention, investigation, probation, and aftercare services.

2. (b)

   1. (1) Except for predelinquent diversion services, the Secretary shall provide sufficient staff to operate the programs described in subsection (a) of this section.
   2. (2) The staff of the Department is under the immediate direction and control of the Secretary.
