Use of and Aid to Public and Private Agencies

The Department may:

  1. (1) designate any public or private agency or organization in the State as its agent for the purposes of this title; and
  2. (2) spend funds to aid that agent or to buy services from it or, if adequate services are not available in the State, to buy services from an agency or organization outside the State.
