1. (1) set minimum salaries, qualifications, and standards of training and experience for the positions in the Department; and

2. (2) for employees who desire training in addition to in-service training and whose service records show merit, provide:

   1. (i) educational subsidies, scholarships, and stipends; and
   2. (ii) institutes, conferences, and classes.

In cooperation with the Secretary of Budget and Management, the Secretary shall:
