1. (a) Unless a program administrator or an employee of a residential child care program is required to be present, a licensing agency shall conduct unannounced inspections of residential child care programs.
2. (b) The unannounced inspections required under subsection (a) of this section shall include inspections conducted during nonbusiness hours.
