1. (1) designing and implementing an ongoing outreach and publicity campaign to achieve the widest possible dissemination of information about the Program to:

   1. (i) potential applicants; and
   2. (ii) nutrition advocacy groups in the State;
2. (2) receiving and reviewing applications for funding; and
3. (3) allocating funds for approved applications in accordance with this part.
