1. (a) There is a State-funded Temporary Disability Assistance Program in the Department.
2. (b) The primary purpose of the Program is to provide assistance to low-income disabled adults who are ineligible for other categories of assistance.

3. (c) The Program shall be:

   1. (1) in effect in each county; and
   2. (2) administered by the local departments in accordance with regulations that the Administration adopts.
