1. (1) supervise the administration of the Program under this part by the local departments;

2. (2) adopt regulations necessary or desirable to carry out this part, including regulations to:

   1. (i) establish eligibility requirements and any other requirements not set forth in this part; and
   2. (ii) establish standards for the amount of assistance a recipient may receive under this part;
3. (3) prescribe the form of and supply to the local departments any forms the Administration considers necessary and desirable; and
4. (4) take any other action necessary or desirable to carry out this part.
