1. (a)

   1. (1) This subsection does not apply in Montgomery County.
   2. (2) The Department shall create or continue a local department in each county.
   3. (3) A local department shall be referred to as the department of social services preceded by the name of the county.
2. (b) Except as provided in subsection (c) of this section, a local department shall have a local board and a local director appointed in accordance with this title.
3. (c) In Baltimore City, the local department shall have a commission of social services.
