1. (a)

   1. (1) Subject to the approval of the Secretary, the Commission may accept for the purposes of this subtitle:

      1. (i) federal funds granted by Congress or executive order; and
      2. (ii) private donations from individuals, organizations, or foundations.
   2. (2) The acceptance and use of federal funds does not commit State funds or obligate the General Assembly to continue the purposes for which the federal funds are granted.
2. (b) The Department shall include the Commission in its annual budget.
