1. (a) The Secretary shall prepare and submit a budget for the Department.
2. (b) The Secretary may accept and use any State or federal funds for the purposes specified in this title.

3. (c) The Secretary may accept and use any federal or private grant funds if:

   1. (1) the grant is for purposes that will benefit Maryland's older adults; and
   2. (2) the grant funds are accepted and accounted for in accordance with the State Finance and Procurement Article.
