1. (a)

   1. (1) The chief elected official shall choose as chair a commissioner who is appointed when the authority is first activated.
   2. (2) When the office of the chair becomes vacant thereafter, the authority shall choose a chair from among its commissioners.
2. (b) An authority shall choose a vice chair from among its commissioners.
