1. (a) There is a Community Development Board in the Program.

2. (b) The Board consists of the following members:

   1. (1) the Secretary, or the Secretary's designee; and

   2. (2) the following members, appointed by the Governor, in consultation with the President of the Senate and the Speaker of the House:

      1. (i) one representative of the Community Development Network of Maryland;
      2. (ii) one representative of the small business community;
      3. (iii) one representative of the nonprofit development community;
      4. (iv) one representative of the for-profit development community;
      5. (v) one representative involved with rural community development;
      6. (vi) one representative involved with suburban community development; and
      7. (vii) one representative involved with urban community development.
3. (c) The Secretary shall designate the chair of the Board.

4. (d)

   1. (1) The term of a member may not exceed 3 years.
   2. (2) A member may be reappointed.
5. (e) Service as a member is not a State office or State employment for purposes of any prohibition against holding two public positions.
