1. (a) The Department shall:

   1. (1) coordinate with local housing authorities and county governments to ensure access to other financial resources, including senior debt products;
   2. (2) develop new resources in support of statewide housing production;
   3. (3) solicit applicants for the Program; and
   4. (4) subject to subsection (b) of this section, select three projects to receive assistance from the Program each in a different jurisdiction.
2. (b) The Department may select fewer than three projects to fund if there is an insufficient number of eligible applicants.
