1. (a) A majority of the appointed members serving on the Board is a quorum.

2. (b) In addition to the other meeting requirements of this title, the Board shall meet:

   1. (1) At the request of the Secretary; or
   2. (2) If necessary to transact its business.

3. (c) In accordance with the State budget, each member of the Board is entitled to:

   1. (1) Compensation, at a rate determined by the Board, for each day on which the member is engaged in the duties of the member's office; and
   2. (2) Reimbursement for expenses under the Standard State Travel Regulations.¹

4. (d)

   1. (1)

      1. (i) The Secretary may employ a staff for the Board in accordance with the State budget.
      2. (ii) The Secretary may designate one of the staff who is a registered nurse as an executive director.

   2. (2) The Secretary may set the compensation of an employee of the Board in a position that:

      1. (i) Is unique to the Board;
      2. (ii) Requires specific skills or experience to perform the duties of the position; and
      3. (iii) Does not require the employee to perform functions that are comparable to functions performed in other units of the Executive Branch of State government.
   3. (3) The Secretary of Budget and Management, in consultation with the Secretary, shall determine the positions for which the Secretary may set compensation under paragraph (2) of this subsection.
