1. (a) To qualify for a certificate as a program administrator, an applicant shall be an individual who meets the requirements of this section.
2. (b) The applicant shall be of good moral character.

3. (c) The applicant shall have completed:

   1. (1) A State and national criminal history records check; and
   2. (2) Unless waived by the Board under § 20-303(d) of this subtitle, a child protective services background clearance.
4. (d) The applicant shall be at least 21 years old.

5. (e) The applicant shall have:

   1. (1)

      1. (i) A bachelor's degree from an accredited college or university; and
      2. (ii) At least 4 years experience in the human service field with at least 3 years in a supervisory or administrative capacity; or

   2. (2)

      1. (i) A master's degree from an accredited college or university; and
      2. (ii) At least 2 years experience in the human service field with at least 1 year in a supervisory or administrative capacity.
6. (f) Except as otherwise provided in this title, the applicant shall pass an examination given by the Board under this subtitle.
