1. (a) The Board shall issue a license to any applicant who:

   1. (1) Meets the requirements of this title;
   2. (2) Pays to the Board the license fee set by the Board; and
   3. (3) Submits to a criminal history records check in accordance with § 11-302.1 of this subtitle.

2. (b) On receipt of the criminal history record information of an applicant for licensure, in determining whether to grant a license, the Board shall consider:

   1. (1) The age at which the crime was committed;
   2. (2) The nature of the crime;
   3. (3) The circumstances surrounding the crime;
   4. (4) The length of time that has passed since the crime;
   5. (5) Subsequent work history;
   6. (6) Employment and character references; and
   7. (7) Other evidence that demonstrates whether the applicant poses a threat to public health or safety.
