1. (a) A majority of the members then serving on the Board is a quorum.

2. (b) The Board shall meet:

   1. (1) At least twice a year, at the times and places that it determines; and
   2. (2) When requested by the Secretary.

3. (c) In accordance with the budget of the Board, each member of the Board is entitled to:

   1. (1) Compensation, at a rate determined by the Board, for each day on which the member is engaged in the duties of the member's office; and
   2. (2) Reimbursement for expenses at a rate determined by the Board.
4. (d) The Board may employ a staff in accordance with the budget of the Board.
