1. (a) In this article the following words have the meanings indicated.

   (a-1) “Active duty” has the meaning stated in § 9-901 of the State Government Article.

   (a-2) “Armed forces” has the meaning stated in § 9-901 of the State Government Article.

2. (b) “County” means a county of this State and, unless expressly provided otherwise, Baltimore City.
3. (c) “Department” means the Maryland Department of Health.

4. (d) “Household member” means someone who is:

   1. (1) The individual's:

      1. (i) Spouse;
      2. (ii) Son;
      3. (iii) Daughter;
      4. (iv) Ward; or
      5. (v) Parent; or

   2. (2) The individual's relative:

      1. (i) Who shares the individual's legal residence; or
      2. (ii) Whose financial affairs are under the legal or actual control of the individual.
5. (e) “Includes” or “including” means includes or including by way of illustration and not by way of limitation.
6. (f) “Oral competency” means general English-speaking proficiency as evidenced by achievement of a passing score obtained on a Board approved standardized test.
7. (g) “Person” means an individual, receiver, trustee, guardian, personal representative, fiduciary, or representative of any kind and any partnership, firm, association, corporation, or other entity.
8. (h) “Physician” means, except in Title 14 of this article, an individual who is authorized by a law of this State to practice medicine in this State.
9. (i) “Secretary” means the Secretary of Health.

10. (j) “State” means:

    1. (1) A state, possession, or territory of the United States;
    2. (2) The District of Columbia; or
    3. (3) The Commonwealth of Puerto Rico.

11. (k) “Substantial financial interest” means:

    1. (1) An asset with a fair market value of $1,000 or more; or
    2. (2) A source of income of $500 or more in a calendar year.
12. (l) “Uniformed services” has the meaning stated in § 9-901 of the State Government Article.
13. (m) “Veteran” has the meaning stated in § 9-901 of the State Government Article.
