1. (a) To be eligible to receive donated prescription drugs, over-the-counter drugs, or medical supplies from a repository located in the State, an individual must:

   1. (1) Be a resident of the State; and
   2. (2) Be an eligible patient.
2. (b) To be eligible to receive donated prescription drugs, over-the-counter drugs, or medical supplies from a repository located in another state, an individual must be an eligible patient.
