1. (a) A majority of the full authorized membership of the Advisory Council is a quorum.
2. (b) The Advisory Council shall meet at least six times a year, at the times and places that it determines.
3. (c) Each member of the Advisory Council is entitled to reimbursement for expenses under the Standard State Travel Regulations,¹ as provided in the State budget.

4. (d)

   1. (1) The Maryland Department of Health shall coordinate with the Department of the Environment and other State agencies to provide for staffing of the Advisory Council.
   2. (2) The Advisory Council may employ consultants subject to the State budget.

5. (e)

   1. (1) The Advisory Council may contract for an analysis of the current State organizational structure regarding children's environmental health and protection.
   2. (2) An analysis under this subsection shall be performed in a manner consistent with the recommendation of the Advisory Council on Environmental Justice contained in the Council's report dated November 1999.
