1. (a) The Department shall review a Comprehensive Plan for Cancer Prevention, Education, Screening, and Treatment submitted under § 13-1109(e) of this subtitle and determine whether:

   1. (1) The Plan addresses the goals and requirements established for the county under § 13-1108 of this subtitle; and
   2. (2) All other requirements of §§ 13-1107 through 13-1112 of this subtitle have been met.
2. (b) The Department may not distribute a county's share of money for a Local Public Health Cancer Grant, as provided under § 13-1108 of this subtitle, if the Department determines that the requirements of subsection (a) of this section have not been met.
