1. (1) Is responsible for the operation of hereditary and congenital disorders programs within the rules, regulations, and standards that the Department adopts;
2. (2) Shall disburse and collect any funds available to the Department;
3. (3) Shall enforce the rules, regulations, and standards that the Department adopts; and

4. (4) Shall keep the Advisory Council informed of:

   1. (i) The progress of hereditary and congenital disorders programs; and
   2. (ii) Any need for a change in the Department's rules, regulations, and standards.
