1. (a) Each Board may adopt rules and regulations for the conduct of its meetings.

2. (b)

   1. (1) Each Board serves in an advisory capacity.

   2. (2) Each Board shall:

      1. (i) Submit to the Secretary an annual report on:

         1. 1. The needs of individuals who have a mental disorder; and
         2. 2. The extent to which its State facility meets these needs;
      2. (ii) Advise the administrative head of the State facility on its goals, programs, physical plant, and policies;
      3. (iii) Help in evaluating the degree to which these goals are achieved;
      4. (iv) Review and make recommendations about the annual budget of the State facility;
      5. (v) Assume leadership in developing community understanding of the needs of those who have a mental disorder; and
      6. (vi) Carry out any other responsibility that the administrative head of the State facility requests.
