1. (a) The Administration may administer a program of nonresidential services for individuals who have mental disorders or have conditions that may lead to mental disorders:

   1. (1) To develop, extend, and improve services for finding these individuals; and
   2. (2) To provide facilities for diagnosis and treatment of nonresidential cases.

2. (b) The Administration may:

   1. (1) Prepare plans for the program;
   2. (2) Adopt necessary rules and regulations to carry out these plans;
   3. (3) In accordance with these plans, receive and spend any available funds;
   4. (4) Coordinate and supervise the provision of program services that the Administration does not provide directly; and

   5. (5) Cooperate with the federal government and with all other public or private agencies in:

      1. (i) Developing, extending, and improving the services; and
      2. (ii) Carrying out the plans.
