1. (1) notice of the suspension or revocation at least 20 days before the suspension or revocation;
2. (2) a statement of the grounds for the suspension or revocation; and
3. (3) an opportunity to be heard.

The Administration may not suspend or revoke a license under this subtitle unless the Administration gives to the licensee:
