1. (a) An authority may issue bonds under this subtitle without:

   1. (1) Obtaining the approval or consent of any unit of the State government; or
   2. (2) Doing anything not specifically required by this subtitle.

2. (b) An authority may sell bonds under this subtitle at public or private sale and at a price the authority determines is in the best interests of:

   1. (1) The authority; and
   2. (2) The political subdivision that is to be served.
