1. (a) To accomplish the purposes of this subtitle, the provisions of this subtitle:

   1. (1) Are full and complete authority without regard to the provisions of any other law; and
   2. (2) Shall be liberally construed.
2. (b) However, this subtitle does not restrict the control that the Department of the Environment and the Department of Natural Resources may exercise over an authority.

3. (c) This subtitle:

   1. (1) Provides an additional and alternative method to accomplish the purposes of this subtitle;
   2. (2) Is supplemental and additional to powers contained in other laws; and
   3. (3) Does not derogate any existing power.
