1. (a) If consolidating administrative matters of service areas will not impair any bond obligation incurred by a district under this subtitle, the district may consolidate the administrative matters of service areas in accordance with this section.

2. (b) If the action promotes efficient operation of the service areas, a district may:

   1. (1) Consolidate the operational, engineering, and financial functions of service areas;
   2. (2) Allocate costs among service areas; and
   3. (3) If this subtitle does not commit the funds for a specific purpose, combine funds of service areas.
