1. (a) Each district is a public corporate body that exercises public and essential government functions, for the public health and welfare.

2. (b) As to any project, each district may do any of the following:

   1. (1) Acquire the project.
   2. (2) Construct the project.
   3. (3) Hold the project.
   4. (4) Improve the project.
   5. (5) Lease the project as a lessee or lessor.
   6. (6) Maintain the project.
   7. (7) Operate the project.
   8. (8) Own the project.
   9. (9) Reconstruct the project.
   10. (10) Repair the project.
