Unless they conform to the county plan or revision or amendment of the county plan, the following systems and facilities may not be installed or extended:

1. (1) A water supply system;
2. (2) A sewerage system;
3. (3) A solid waste disposal system; and
4. (4) A solid waste acceptance facility.
