1. (a) A person may not tamper, attempt to tamper, or make a threat to tamper with a public water system.

2. (b)

   1. (1) The Department may bring a civil action against any person who tampers, attempts to tamper, or makes a threat to tamper with a public water system.
   2. (2) The court may impose a civil penalty of not more than $50,000 for actual tampering, or not more than $20,000 for each attempt to tamper.
