1. (a) The Department may cooperate with any appropriate agency to train personnel needed in the area of water pollution control.

2. (b) To provide the training authorized by subsection (a) of this section, the Department of the Environment and the Department of Natural Resources may contract with any appropriate institution of higher learning or any appropriate unit:

   1. (1) To develop the needed curricula; and
   2. (2) To support training courses.
