1. (1) Fraudulently or deceptively obtains or attempts to obtain a license;

2. (2) Fails at any time to meet:

   1. (i) The qualifications for a license; or
   2. (ii) Any rule or regulation that the Department adopts under this subtitle; or
3. (3) Fails to meet any applicable federal or State standard for removal or encapsulation of asbestos.

Subject to the hearing provisions of this subtitle, the Department may reprimand any licensee, or suspend or revoke any license, if the licensee:
