1. (a) On or before June 1, 2011, the Department shall publish:

   1. (1) An inventory of statewide greenhouse gas emissions for calendar year 2006; and
   2. (2) Based on existing greenhouse gas emissions control measures, a projected “business as usual” inventory for calendar year 2020.
2. (b) The Department shall review and publish an updated statewide greenhouse gas emissions inventory for calendar year 2011 and for every third calendar year thereafter.
