Voting by ballot required for elections

(a) In any election conducted under this article:
- (1) all voting shall be by ballot; and
- (2) only votes cast on a ballot may be counted.
- (b) All ballots shall comply with the provisions of this subtitle.
- (c) A ballot may not be used for any purpose not authorized by this article.
