1. (a) The employer shall recognize the right of the certified exclusive representative to represent the employees in the unit in collective bargaining and in the grievance process.

2. (b) The certified exclusive representative of a unit shall:

   1. (1) Serve as the sole agent for the unit in collective bargaining; and
   2. (2) Represent all employees in the unit fairly and in good faith, in a manner that is not arbitrary or discriminatory.
